The dictatorial regime of president Riyaale is kindling tension that could.
Rapidly reach flash-point.The political situation is worsening steadily and there is a real threat of war. These clandestine plots carried out by Riyaale and his hench-men became an acute problem to the peace loving nation of Somaliland.The objective of this conspiracy is apparent to all,Which is to distract attention in order to make the presence of mind off and loom the prospect of war on the horizon.

If the country be at war, none will be beneficiary on such targets and certainly , the whole affair will end in tragedy then the loss will be to all concerned.It should also be borne in mind that the exchange of views is a resource full principle it is the means facilitating to accomplish consultative methods,Which may generate well- grounded and prevailing opinions, characterized with the highest standards of performance and its effective manner rationalizes the value of human expression.
Like –wise, mental activities succeed to produce unshakable ideas capable of ceasing any transpired calamity.

We are in a grave need to achieve a fair administration on the basis of competence and fitness.It is quite necessary to set-up a nation-wide integrated highly spirited free thinkers possessing a broad scope capacity representing from the different communities of Somaliland as a structural whole.There fore, we the grass-roots must organize congregational meetings which is an important forum for political debates.So that, I would like to appeal to the public not to remain indifferent to be more united to conduct an effective well-planned back-lash against the government of Riyaale.The opposition parties and the people together should mount strong challenge to the president and his associate members and continue to organize peace full protests until the president be finally forced to capitulate to the people’s demands.
We are facing a major problem which requires an urgent attention.
The country is in difficult and uncertain situation, the people is thoroughly confused because, the country was torn previously by civil strife, the people have remarkable experience about war and there is no need of further blood-shed.

In the wake up of Somaliland political crisis any remedial action aiming at solving a problem will be help full.
The solution to the problem must not be sought else-where,
Because, we have various methods of solving problems by finding practical ways of dealing with them learned from past experience.
The nation’s prime concern is “Peace” because in all walks of life it is the basic frame-work on which the people lay high valuation, we have a moral obligation to protect this common interest as an over-all responsibility.Any one who intends to violate the peaceful policy of Somaliland the people must hasten to suppress all attempts of such a nature.As long as peace is the focal point of Somaliland people it is the duty of every citizen to show a moderate stance to settle the differences through negotiations.We are all subjected to contribute an ultimate degree of patience.

These efforts sound reasonable to be taken as preventive measures to avoid possible violence.Such constructively motivated deeds in the interest of peace became a crafty mechanism averting all destructive phenomena like armed conflicts in Somaliland.The reflection of Somaliland community spirit is an exemplary conduct; their creative thoughts saved the legimate rights of every Somalilander.On their own initiatives they have ful filled their national commitments,
Through missions of complex problems and their dynamic efforts is the living force beyond the to-day’s harmonious life in Somaliland. These achievements are something to be proud of they are full of praise in which we ever express our thanks to them for all they have done.
It is fascinating to see how different people approach to the problems, but, only fit people are better able to cope with stress.In the following piece of writing here is a brief account of the distinctive characteristics of Somaliland people;-Self-discipline, civility respect and honor are the symbolic qualities or their cultural ways of life.

The iron decision of the Somaliland people continue to show a great strength of will. Their pride would not allow to be humble enough to accept humility and temptation, because none of these qualities is of their virtues.They would not give up easily to follow some body like a sub missive child.They are always guided by their genuine prestige.
Patience is an invaluable asset for them, but, the capacity of their hospitable feeling is limited and become un approachable at all in some extremes if arrogance and transgression go beyond the bounds of decency.I would like to launch a bitter dia-tribe against Riyaale.
Firstly, your presidential mandate has no legal force, because, you was not chosen by common consent, but you became fortunate enough to be a president by chance.More –over in political hierarchy you was treated as a highly rated man by the people which you not actually belonging to it.

Let me Mr. President to ask you the question below this line:-
What have you done to deserve to be the president of this nation ????????????.

The following points are a clear manifestation of great political mischief of Riyaale;-
1) His consistent failure to come up with any new policy and often repeating the same mistakes with out a good working relation ship with the people.
2) A growing increase of public political aware ness is a clear evidence of how the people are dis appointed with Riyaale,And there is a groud swell of opinion that he should step-down.
3) Private expropriation and sale of public prosperities, mass un employment, accusation of corruption and financial miss management.
4) It would be improper for Riyaale to take highly subjective ideas and remain stead fast in his determination to be a leader who rules by decree and misuses power for his own end.
5) Riyaale`s recent comments rejecting the approval of the formal statement passed by the parliament a motion which has been under debate on electoral register.He has also refused to accept the out lined proposals of the opposition parties.
These indications are deliberate acts of dictatorship.
6) The government took hard line and revoked all election dead -lines with out setting on a date of schedule for free elections to be held which has been postponed several times.
7) Despite of prolonged discussions all negotiations reached dead-lock due to the Riyaal`s devil-may-care attitude to peace.
8) His increasing political difficult forced him to take desperate measures.
9) He has strong desire for power, never delivered his promises, and no rational president would ever behave like Riyaale.
10) Takes care-free attitude about how dangerous a situation might be to caution him-self against will full decisions.
11) In foreign policy no attempts have been made to restore good relations with the rest of the world the country remained diplomatically I solated and lacks international effective representation with out a formal recognition as a sovereign state.
12) The country’s current economic climate is in down –turn for several reasons;-
A) Imposed restrictions on trade and commercial activities
B) Ban on the export of livestock and tightened import control.
C) Tax increase on goods and services.
D) The once busy country’s major sea port Berbera is in terminal-decline with no immediate prospect of change these reasons forced many local-traders to use Bosaso port where as they are being charged with low tax rates.
13) All tax revenue and humanitarian aid packages go under the direct control of Riyaale.
14) There is an economically deprived back ground on infra structure and no institutional development, even one single road was not repaired no power-stations schools etc

In our material world it is most common the people in authority become very involved leaders corrupted by power and ambition with a burning sense of injustice.I would go even further and suggest that the entire governments in the whole world are corrupt. In the third world the picture is very different when president who is thirsty for power takes office his first priority is to be fabulously wealthy.
Unfortunately, Riyaale is one of those who misled the nation and still holding positions of responsibility enveloping their pre_occupied contemplations of materialistic desires and self_centredness with false pledges against their own people.If the citizens give formal acceptance to such notorious criminals who only know the art of corruption, it will result regretful consequences and the civilians will ever be the victims.

The initial decision of the formation of two legislature chambers to be a country of bi-cameral system was disastrous in political terms. Because, it has been constituted with out by an act of parliament or other main constitutional organizations, we must pay particular attention to this point which seems to be inimical to the interest of our society.
Unless, a new constitutional amendment is enforced.
There is strong public deviance to be generally accepted, except a tiny minority of different view.But, the commonly held opinion favours to match the country as a uni-cameral of one main governing body.In my point of view it seems to me unfair to make the president the scape-goat, But, as a matter of a fact the council of elders are blame-worthy and much worse than him.The council of elders are the corridors of power, this inner-circle body of mainly.Die-hard septua generians opposes all reforms to safe-guard only their interests.There are documents revealing great deal of bureaucratic inefficiency and immense amount of bad work they have done.Their heed less errors is the contributing factor of the current political crisis.They do not deserve to rise to such an exalted position and not fit to have this status,.In all strands of political opinions they are branded as liars and cheaters.

This council is disqualified and unable to under-take their duties and it should be disbanded formally when the opportunity becomes suitable to do that. Further measures should be taken to get rid of them, and Iam quite confident that this proposal receives a wide-spread support through out the country.

The council of elders and the commission are inconsiderate betrayers. Their courses of action run counter to all reached agreements due to
their collaboration with the government which aroused considerable alarm.In their respective roles they are unable to direct their official duties fairly. They create serious problems causing to have a lot of work a head and never succeeded to steer a course between in compatible interests.I should be brave enough to tell you, what the people think of you!You are the most extreme example of disapproval the people have ever seen. You are men whose actions motivated by greed.
The people are bitterly disappointed in you of your tendency of material value. There is a vast amount of information displaying that Riyaale bribed you with huge amount of money, because the humble pursuit of money ruled your lives.

I do not mean each individual member of you is not honest, a among you are men of honor with high moral standards protecting the noble cause of our nation, But, few of you have these qualities.

What is the meaning of Responsibility?

It is not beyond the bounds of possibility to define the literal sense of the word responsibility.But, what is widely mis under stood and abused by individuals or even nations is the enlightenment of the word.
I ask my self very often and more frequently questions like, is it too great for human mind to comprehend the absolute sense of the word?
Is it difficult to give a more precise definition of the word or provide enough explanation?And why it is un-accountable only on practical terms?To give a concise definition of the word, it is a duty to deal with and take care of it.If there is a need to go to extra length to explain it, I would let the readers to digest and leave it up to the people of So much intellect to use their diversities of opinions.

We have many men who can lead us better among them are:-
Mr:- Ahmed Mohamed Mohamoud (silaanyo).
Amain – stay freedom fighter and a man of great fanatical patriotism.
Mr Ahmed is one of the founder fathers of Somaliland.
This canny politician and quick-witted man, is a high profile performer who has previously held purely honorary government posts.
A man of iminent good sense with knowledge and experience who bases his actions in fair judgment.He is famous of having a mature and responsible attitude to work.He has a potential to become the next president of Somaliland.

With my total sincerity I would like to thank the people of Burao for their peace full demonstration at which they marched in support of their brothers and sisters in Hargeisa to express their condolence to those killed by Riyaale`s police who were authorized to shoot at will and died for the noble cause of Somaliland, hoping our injured brothers for full and quick recovery.In Hargeisa where ever there is a public rally or hordes of people no demonstration passed off with out shooting incident.

I would like to conclude my article to give a piece of advice to Riyaale in this column.You found it extremely difficult to improve performance and be a committed head of state.You have been of guilty-selfishness and your work was in eclipse through out your presidential term.
It is you who ignored the warning signs of trouble ahead, and attracted strong adverse criticism.You was not on friendly terms with your people, we felt frustrated at your unilateral decisions based on evil advisory capacity.We have made sincere attempts to resolve the problems, but, all our proposals had perished in the face of your reckless disreguard.
Now we are not in need to appeal to your sense of justice, and no body wants to assume you have just made a mistake, because, it is not the right time for apology.Please scan your case-study to confess the problem exists only in your head.You are not at the height of your power, come and get us if you think you are hard enough.
So that you have to accept your defeat with resignation, and by the will of the people you are threatened to leave.
Impeachment is also a viable option, or go into excile and seek in vain some where else to shelter and let the people wave you good bye……….

Destroy the education of a country, and you destroy the country. The statement is valid allover the world. If applied in the breakaway state of Somaliland, which serves the evil Amhara and Tigray Monophysitic Abyssinian plans of extermination of the Somali Nation, the statement looks like ... governmental policy of the unrecognized pseudo-state's educational institutions and the 'Ministry of Education'.

Somalis in Awdal, Ogaden, Abgal or any other place are a highly cultured, open-minded nation with a great youth which is eager for study, knowledge, and science. In brief, like the Oromos, the Sidamas and the other Kushitic and Nilo-Saharan nations, they are at the antipodes of the uneducated, uncultured, ignorant and barbaric Amhara and Tigray Monophysitic Abyssinians, and this hinges at the epicenter of the 700 years old opposition between Enlightened Somalia and Obscurantist Abyssinia.

As a matter of fact, it is all a matter of tyrannical Amhara Monophysitic rule, imposed by an uneducated, uncultured, ignorant and barbaric elite; before the Oromos, the Sidamas, the Afars, the Ogadenis and the Somalis, the first victims have been the Tigray and the Amhara Monophysitic Abyssinians themselves.

In fact, a deceitful system of pseudo-education has been imposed in Somaliland in order to promote the treacherous, racist, anti-Somali plans of the Abyssinian elites. The high traitors around Riyaale have done their ingenious best to implement them; they created an unattractive and at times repellant environment within which not a single youth wants to study in Somaliland's pseudo-universities and bogus colleges. In these pseudo-Somali 'educational;' institutions, the historical truth is modified and/or eliminated in order to make the Northern Somalis forget their incomparable historical superiority in terms of Culture, Arts, Sciences, Letters, Theology, Literature, Architecture, Economy, Politics, and Folklore vis-à-vis the historical enemies of Somalia, the Abyssinians.

In fact, there cannot be a properly Somali educational system that does not highlight the Somali radiation throughout Eastern Africa and the Indian Ocean.

There cannot be a properly Somali educational system that does not involve as duty for any Somali to liberate the illegally occupied Ogaden and help the other subjugated nations of Somalia secede and form their independent states.

There cannot be a properly Somali educational system that does not base the National Somali History on the existing ancient literatures about Somalia (Punt, the Other Berberia and Azania), which testify to Somalia's historical antecedence and cultural – civilizational pre-eminence in comparison with Abyssinia.

There cannot be a properly Somali educational system that does not incite Modern Somalis to follow the great paradigm of the Illustrious King Ahmad Ibn Ibrahim.

Somalis, as consummate patriots, cannot accept the indexation of the Hargeysa apostasy in the evil needs and the racist, anti-Somali agenda of the Abyssinian tyranny. Why Awdal Youngsters are Eager to Illegally Immigrate (Tahriib)?

There are many researches that have recently carried out in order to figure out the main routes of illegal migrations. These studies have ranked that Somalia is among the highest countries that its people illegally immigrate to wealth countries such as UK, USA and Scandinavian countries. In addition, many studies implemented by United Nation have reported that 60% of these people lost their lives on the deserts and oceans and these statistics have additionally shown that 75% of those people are ages between 15 and 35 years old. Illegal immigration refers to immigration across national borders in a way that violates the migration laws of the destination countries. Under this definition, illegal immigrant is a foreigner who either has illegally crossed an international political border, be it by land, water, or air, or a foreigner who has entered a country legally but then overstays his/her visa. There are many reasons that cause to immigrate or to travel illegally. In my point of view, the three main reasons that cause illegal migrations are economic reasons, Discouragement of elders and rulers of the country and as well as the poverty.

The first reason is that young generations of the third world countries immigrate for economic reasons. It is clear that unemployment rate is dramatically very high in those regions and standard of living is very low and some regions have reached under the normal situation of economic these regions include Somaliland. Somaliland economic has desperately weakened year after year, month after month and day after day and its regions have suffered the problem of unemployment. For instance, if you try to take real observation about this issue, you will see that fresh graduates from the universities of the country especially Amoud University just wake up early in the morning and sit restaurants beside the streets. On top of that, Awdal youngsters go to education institutes and most of them finish their education successfully then there is no plan for them. After graduating from university they strive to find job and practice what they have learnt but every thing goes wrong because government nothing make plan for these new generations. Therefore, Somaliland youngsters immigrate illegally to wealth countries looking for better life and an employment opportunities and it is not to surprise that they risk their lives since unemployment rate jeopardize their future career.

The second reason is that discouragement of elders and rulers of the country. Saying discouragement of elders sounds great but it is not outlandish and it is true that elders and senior workers do not give chance for their next generation. Instead of early retirements, they prefer to stay longer their positions and this reason resulted in loss of future of the youngsters. Statistically, it has proven that 85% of workers both public and private institutions are above in their late fifths age and they hang about their positions more than fifteen years after the collapse of the former regime of Somalia. Moreover, these elders have practiced and adopted that former regime's system which is full of corruption and mismanagement of the limited resource of the region. Consequently, the economic of the country is downward and getting worse. Therefore, youngsters observe all these problems and they cannot take action against these unpopular systems and instead of taking any action, they prefer to immigrate illegally. On the other hand, if these young people formally form groups and strive to start their own businesses, the system and environment do not support to develop their talented ideas and that is why they lost themselves on Libyan oceans.

The third reason is that youngsters immigrate to wipe out the serious poverty of the region. There is an outsized poverty in the region which has forced the youngsters to travel illegally and this problem has led a great loss of young generations of the region, which eventually brings a huge diversion and lack of talented and skilled people of the province. Besides that, poverty has created a great displacement inside the region and this resulted in those youngsters of the province become completely disappointed and unbearable.

Furthermore, there is a study that have supported and proved that there is unlimited poverty in the region. This research carried out by a group of Amoud graduates in 2004 which has shown that 90% of dwellers in the province get support and remittance overseas and that means if the families do not depend on someone overseas, they will starve and cannot survive without that support, additionally, these families cannot avoid to paid educational expenses of their children and other needed costs. Therefore, youngsters must try to immigrate illegally and support their families if they survive from the thirsty, risk of the desert and darkness of the tides inside the oceans, which is likely seems that most of them or illegal immigrants cannot, because of that they do not know how large the risk of the boats they are taking as well as unknowing the long road they are going to take.

Some people believe that youngsters force their parents to support and help them to migrate illegally. These critics argue that there is enough peace and education system and they are saying that there is no reason they can loss their lives and take risks to travel abroad countries. Furthermore, the proponents' main argument is that they believe young people can create opportunities and they can apply their knowledge on real life. Granted, it is clear that there is good education and peace in the region compared to other regions of Somalia, Awdal has good quality in terms of education. Nevertheless, no one can deny that corruption has weakened the economic development of the region as well as mismanagement of its resource and this problem has led that young people to be risk takers when it comes to travel illegally. In addition, all the studies carried out by both local and international NGOs have declared that there is a huge unemployment rate in Somaliland and that is why young generations immigrate illegally. Therefore, no one can put the blame on the youngsters and it is clear that those take the responsibility of the youngsters those lost their lives on illegal migrations.

In conclusion, in my view, elders, intellectuals and senior educators of the region should take the responsibility of those young people who lost their lives on Libyan oceans and there must be solution for this problem except just talking and sorrow what happened, and also they must prevent not to occur again. On top of that, solution must be based on the needs of the youngsters and simply the leaders of region must take action in order to reduce the poverty and the unemployment rate of the province. Before taking action, they must set a plan to develop the standard of living in the region as well as preparing its strategy to enhance those plans. Also, leaders and intellectuals of the region must focus on creating job opportunities and encouraging both local and foreign investors by not restricting them in terms rules and regulations.

Democracy is the best possible system of government, but there is a dangerous disease that eats its body alive bit by bit. Corrupt elite worldwide poison the system with ill gotten money, buying votes in a different level of the society. In election they do bribe the public with fictitious programmes if not direct cash; in Parliament they silence the critic with its venom. Families are adulterated and children lose their decency. It is a sordid and cancerous disease that leaves no one untouched.
Corruption is the master key to injustice. It allows innocent citizens jailed, while despicable criminals fill seats of authority. Judges serve not justice but deliberate according to the price offered. Police are bought as well as all security apparatus. Drugs and weapons are stored in ministerial offices and residence and in many times under the bed of presidency itself. No nation can prosper nor enjoy persistent peace without eradicating corruption. It is a slow killer but surely a killer that misses no target, as the target is so big to miss. It aims the entire nation.
Democracy as a safeguard of human rights can function, where rule of law prevails. That guarantee is non-existent in most developing nations. The Western Democracies rather than helping to nurture the essential institutions of democracy, engage greedy local politicians in transactions that are illegal to say the least and mostly of criminal in nature. They offer aid, grants and loans to despotic governments and in many times earn kickbacks in the process. It is that which cements a system of bribery and sleaze in developing states. Most grants and loans earmarked for the poor ends in the mouths of tyrants and their entourage.
President Obama is right to address corruption in Afghanistan, but that should entail all countries. Let us reward good governance and democracy and punish the rotten regimes that stick to the chair of satanic authority. They defend their illegitimate power ruthlessly and nothing to contribute to the well-being of their people. They rule by denying all basic human rights, turning the masters of their power into slaves. They loot people’s properties, as they did to people’s power. Ban them to travel, never giving them the chance to enjoy the courtesy of civilised nations. Trace their ill gotten wealth and prohibit them to taste purchase of a single penny they stole.
Climate change challenges cannot be mitigated without addressing the widely spread corruption in the developing states. No convention or treaty will be binding where everything is for sale, where deals have no restrictions, except the higher bidder gets all. World security is at risk where that kind of thinking is practised. Terrorists can find safe haven in corrupt states. They buy their way in and out. There is no more urgent and severe challenge to us all than corruption.
Building democratic institutions is the most effective remedy to crippling disease of corruption.
Here I illustrate some of the areas that call for immediate cure:
1. Capacity building of Parliaments as people’s representatives is extremely needed. Even financial help to members can be justified .The more we spend on Parliament; the more we can make the legislative corrupt regimes to account.
2. Equally, the Police and Judiciary should be given a helping hand.3. Elections should be monitored and supervised by independent forums.
4. Their fairness depends on the impartiality of nation’s media. No state should be allowed to ban independent and free Medias. The West should provide direct help to build free media worldwide.
5. The need of a democratic opposition should be secured in international convention, binding on all nations.
A recent phenomenon damages the essence of democracy in old democracies. Democracy has its shortfalls. Lack of enthusiasm reduced citizens’ participation in politics. The abundance of freedom and tranquillity reduced the urge to involve in politics. That is witnessed in ever decreasing number of voters in national elections. It undermines the soul of democracy and gives un-proportional share of power to extremist few. If that tendency is not reversed, the rights of minorities will be at risk. We saw the referendum of banning Islamic Minarets in Switzerland. The vote of approval of this Stone Age subjugation of minority rights is passed by 57% of 53% of the registered electorates. That means 30% of the eligible voters. It is clear that the Swiss extremists manipulated and massaged their system to their advantage. Democracy rather than majority rule is nowadays a minority rule. Well focused minority kidnaps the Western democracy and if that bias is unrestricted, we will lose all the rights associated with democracy bit by bit.
In conclusion let me leave you for your perusal conventional and essential rights glorified in the UNIVERSAL DECLARATION OF HUMAN RIGHTS. Learn them and gauge your government with them. How many of these rights are spoiled, how many are never heard in your state, and how many are known to the public. It will tell you where your nation is at the world league of good governance, transparency and democracy, all crucial ingredients of basic human rights.

Terrorism and injustice go hand in hand, and no corrupt system can defeat terrorism. Get rid of corrupt regimes, punish despots, nurture democracies, and establish free and independent media. These steps will bring about a peaceful world, where humanity co-exists in harmony, entertaining diversity in culture and religion.We will all enjoy our basic common need for justice and peace.

Who is the whistle blower? The whistle blower is Mr. Mohamed Hashi Elmi, the former Minster of commerce and Industry of President Riyaale’s Government and what is the story all about and to whom does public money belong to?

The story is about corruption and mismanagement of public funds and abuse of official powers. Mr. Riyaale the story is not that Mr. M.Hashi.Elmi is not that he is the worst teamwork player in your cabinet as stated in your letter terminating his ministerial position, but I believe you initiated this action because you know that he is the best loved PUBLIC SERVANT in your cabinet. And do you know why, because the public are confident that Mr. Mohamed Hashi Elmi has never and will never embezzle public funds intended to finance public services for the citizens of Somaliland. He knows well that a tax collected from the public belongs to the public. Mr Riyaale our citizens have not yet recovered from the trauma and depression they contracted in the refugee camps for a period of 10- 20 years for most of them, while still many others including those who liberated the country ‘Mujahidins ‘are living with health problems and 95% of them are still unemployed since the time Somaliland reclaimed its Independence and a scandal of such magnitude will erode their confidence to your government..

Why didn’t you terminate those ministers who siphon public funds, rob the land of the orphans, Somalilanders who are internally displaced in the country, the most vulnerable people and of course Somalilanders who are away from the country as ASYLEES IN DIFFERENT COUNTRIES OF THE WORLD. You should have terminated the Ministers who fabricated cheap propaganda against the leaders of opposition parties and their supporters for TERRORIST ACTS WHICH they have not undertaken. Such a stupid propaganda can cause political instability. If you insist to keep characters of that nature in your Cabinet which is contrary to the CONSTITUTION, we will have no option but to impeach you in accordance with the approved rules and regulations of the Republic of Somaliland.

As a young elected President, who is wielding the responsibilities of a President and Prime Minister’s for the poorest country in the world, you should have given priority how to manage the meager resources of the country economically, efficiently and effectively. Unfortunately your government decided to manage the country ON AD- HOC BASIS instead to the merits of the CONSTITUTION and related approved financial rules and regulations. And that is wrong and illegal Mr Riyaale and we will not accept as our President if you do not lead us in accordance with the prevailing rules and regulations of the country. The difference between you as an elected President and the War-lords ARE AS FOLLOWS;-

1. You were elected by the population of Somaliland on the basis of your political Party’s Agenda of developing the country in a better manner than other political parties and in compliance to the constitution of the country and relevant laws;

2. In the case of WARLORDISM there is no Constitution and other approved rules and regulations approved by the community which they have to comply, but instead the community are forced to comply with directives of their warlord and his gang;

3. From this analysis, it is clear therefore that you are promoting WARLORDISM PHILOSOPLY which is simply dictatorial strategy based on implementing any directives you and your cabinet dictate irrespective of the laws of the country. In this case you are actually managing Somaliland affairs AS TRUE REPLICA OF General Morgan & Maslax days. You know well how we refused that system and defeated. We will not accept un constitutional acts from your government and you should release all those imprisoned without the due process of the law. Don’t you know that it is constitutional to demonstrate peacefully against your government? We want you to administer the country on the merits of the constitution. Our citizens voted for the constitution and not for stupid directives `called security measures. Whoever advised you to initiate the measures you have taken against the demonstrators has actually impeached you and will shorten drastically your term as leader to this country.

Mr. Riyaale, Mr.Mohamed Hashi Elmi’s findings are correct and supports the Audit-trail which I called ‘xisaab-wareejinta hagaagsan’ of which the intention was to orientate the public that there are taxes collected by government but not accounted into the books held by the ACCOUNTANT GENERAL. The materiality of the sum involved is significant and could be 70% of the budget amount which Mr.CAWIL presented to the parliament. I did not include in my assessment significant funds misappropriated or wasted by civil servants and corrupt politicians either from direct taxation or indirect taxation. We can make a reality the budget of Somaliland government $50 million without sweat ( with the prevailing capacity of the ministry of finance and on condition every penny is accounted to the legal books held by the Accountant General) and plan to target a budget of $70million after improving the operations of the Ministry and employing more qualified staff.

Where is ambassador Awil, I thought anyone with such respectable title will comply with rules and regulations of his country and will not lie his statements. If Mr. Awil has read the Constitution and the approved Financial Rules & Regulation and Accounting Procedures why he did not tell you that IN ACCORDANCE WITH ARTICLE 55 OF OUR CONSTITUTION annual budgets can only be presented to parliament after the AUDITOR GENERAL audits the Final Accounts and such accounts discussed in Parliament and approved (Audited accounts of the preceding year i.e. 2003). 5 weeks passed since the findings of Mr Hashi were disclosed to the public. Where is the re-action of the government? We want answers from the following offices how the $ 16million has been spent or where it will be found in safe haven:

1. H.E.Minister of Finance;

2. H.E .Minister of Planning;

3. Auditor General (who is in normal circumstances be accountable to you, but his appointment and termination should be approved 2/3 of Parliamentary support. This Office, The Minister of Finance, Director General’s Office and the Accountant General’s should have advised you that Mr. Hashi was CORRECT NOT TO PASS THE ANNUAL BUDGET TO PARLIAMENT for approval, BEFORE AUDITED FINAL ACCOUNTS IS REVIED AND APPROVED BY THE HOUSE OF PARLIAMENT. How can the Chairman of Parliament submit the Budget proposals to the House of Parliament for discussion and approval in a manner that is not in COMPLIANCE WITH CONSTITUTION, FINANCIAL RULES AND REGULATIONS AND THE ACCOUNTING PROCEDURES OF THE STATE? Mr. Riyaale if these offices failed to tell you how to comply with financial policies, it is than obvious that corruption has been legalized by the most powerful SERVANTS OF MY BELOVED POOR SOMALILANDERS. As a matter of fact these are the offices who failed you if you have not colluded with them in their campaign of looting the taxes collected from one of the poorest populations illegally;

4. Director General of the Ministry of Finance (the most powerful civil servant in the country today, because economic management system is not being implemented i.e. the constitution, Financial Rules and Regulation and the Accounting Procedures. For example Article 55 of the constitution clearly stipulates that ANNUAL BUDGET OF THE GOVERNMENT CAN ONLY BE SUBMITTED TO PARLIAMENT FOR APPROVAL ONLY AFTER AND AN Audited Financial Accounts for previous year budget appropriation has been satisfactorily approved by the parliament;

5. Governor of the Bank of Somaliland Central Bank is also acts as a CASHIER OF THE PRESIDENT FOR TAXES COLLECTED BUT NOT DEPOSITED WITH THE ACCOUNTANT GENERAL’S CENTRALIZED ACCOUNTING SYSTEM. SUCH ACCOUNTS ARE MANAGED BY THE BANK AND THE PRESIDENT. And it is most probably this area where Mr. Mohamed Xaashi ELMI GOT THE STATISTICS OF THE NUMBER OF LIVESTOCK THAT HAVE BEEN EXPORTED FROM BERBERA AND HAS MULTIPLIED WITH THE RATE OF TAXATION i.e. $ 3, 605,300. To my knowledge all taxes from livestock were DIRECTLY deposited to an account in the Central Bank and this was kept outside the central accounting SYSTEM WHICH IS MANAGED BY THE ACCOUNTANT GENERAL’S OFFICE even during Egal’s government. And that practice was illegal, wrong and should be corrected immediately;

6. I have written about the magnitude of THE PREVAILING CORRUPTION PRACTICES AND INJUSTICES WITHIN SOMALILAND PUBLIC ADMINISTRATION over the last 4 years and it was only Mr.Doodi ( THE FORMER Minister of Finance) who refuted my findings on the lack of proper system to track down Central Government Assets, since the Accountant General has not submitted any audited final Accounts in which statements specifying assets where-about, to whom assigned, annual depreciation rate condition and value is updated regularly. In his a press release he stated that proper records kept are for public assets and his statement was bogus AND sheer lie, because asset records were not maintained at the time and many moveable assets were diverted to personal properties by poorly underpaid civil servants and corrupt politicians. And NOW Mr. Cawil’s assertion that Mr. Hashi’s findings that $ 16million collected as revenue is not accounted into the government accounting books is a sheer lie. Such funds were wrongly kept in a bank account administered by the Governor of the Central Bank and the President even during Egal’s era. IN ACCORDANCE WITH THE APPROVED Financial Rules and Regulations and Accounting Procedures of the State that system in question was wrong and illegal( PSE REFER TO MY ARTICLES OF XILWAREEJINTA HAGAAGSAN WHICH WAS PUBLISHED IN ALL THE SOMALILAND WEBSITES AND NEWSPAPERS in August 2003 and in particular Hargeysa.org and Jamhuuriya 2001 &2002);

7. Other Revenues that have been kept outside the ACCOUNTING BOOKS MAINTAINED BY THE ACCOUNTANT AND WHICH WAS EITHER BROUGHT TO THE AUTHORITIES AS PHYSICAL CASH OR DEPOSITED INTO BANK ACCOUNTS ADMINSTERED BY THE GOVERNOR OF THE BANK ARE AS FOLLOWS;-

- Taxation and profit sharing of oil products imported by Total to Somaliland for the period 2001,2002,2003 & 2004;
- Periodic physical cash from the manager of the port of Berbera;
- Livestock exports;
- Periodic physical cash from Berbera and Kalabaidh Customs;
- Periodic cash from Airports 1997,1998,1999,2000,2001, ( I have no clue how this revenue was being managed in the year2002,2003 &2004) and Central bank exchange of currency profits;
- Revenues earned by the National Press;
- 10% of sales tax for Local Governments, if not paid to the LGs which normally payable to the LGs periodically.



Mr. Riyaale the pre-requisite to render effective and efficient Public Services is to assign the responsibilities of the various divisions’ only men and women with INTEGRITY and not with a gang of VULTURES as the case is now. This strategy will never prolong your leadership of Somaliland government, it will rather shorten your period as President of Somaliland and I am ready to support the majority who are disgusted and willing to REMOVE UDUB FOR EMBEZZELING THE PUBLIC FUNDS MAINLY THROUGH THE FOLLOWING AG.ENCIES:-

1. Ministry of Finance which comprise of Director General’s Office, Accountant General’s Office, Comptroller of Customs Office, Internal Revenue Office and the Budget department;

2. Auditor General’s Office;

3. Central Bank;

4. General Manager of Barbara Port and the Presidency Office which the port mgt is accountable to;

5. Monopolistic TOTAL Company that imports all petroleum chemicals to Somaliland and accountable to the Presidency;

6. Airports which accountable to the Ministry of Air Transport;


Recommendations:

1. All revenues and grants received on behalf of the central government of Somaliland should be accounted into the books maintained by the Accountant General’s Office as per the approved financial rules and regulation and in accordance with THE accounting procedures of the state;

2. The Governor of the Bank should not be a signatory of such accounts, but instead the Account General should be the signatory so that all transactions are recorded into the books held by the Accountant General;

3. The Governor of the Bank and the Office of the Presidency has to submit a statement of account for the sum of $ 16million immediately;

4. An Independent commission that examines statement of accounts to be submitted by the Governor and Office of the Presidency accountable to you and to the parliament be appointed as soon as possible.



Conclusion:

As you the major cause of civil war in Africa is corruption and blind justice and it appears our government contracted the killer diseases. Mr. Riyaale, if you refuse to treat such diseases with the help of the Legislative body, the Judiciary and The Opposition parties, Somaliland will be a FAILED STATE. UCID &KULMIYE will never let you do that, so let us address the issue in a way that will enable us resolve our problems and such we are urging you to appoint a taskforce that will improve the capacity building of the Institution in the economic sector.

What is Somaliland? Don’t be embarrassed if you don’t know. Very few people know, and that is the beginning of the problem. Somaliland is not Somalia, but is a part of what used to be Somalia — and it may or may not be an independent country. As you may recall, Somalia was the country in which the famous “Black Hawk down” incident (and later movie) occurred. Somaliland is on the Horn of Africa, surrounded by Somalia, Ethiopia, Djibouti and the Gulf of Aden.

First, a little history: In the days when Africa was controlled by European colonists, there were three contiguous Somalias: French Somalia now known as Djibouti; British Somalia now known as Somaliland (but only by the Somalilanders); and Italian Somalia, now known as Somalia. In 1960, British Somaliland was granted independence, and was immediately recognized by 35 countries. Five days after British Somaliland became independent, Italian Somaliland also became independent, and the two merged into the Somalia Republic.

The merger did not go well, but the country did hang together until 1969 when a military coup installed Gen. Mohammed Siad Barre as president. The Somalilanders chafed under the brutal rule of Barre, and they eventually developed an opposition movement to get rid of the Barre government. A full-scale civil war developed by 1988 that resulted in the deaths of more than 20,000 people and great devastation in Somaliland due to government bombing. The Barre government fell in 1991. Somaliland declared itself independent, and the rest of Somalia came under the control of various warlords. The resulting conflicts and starvation led to the U.S.intervention during the Clinton administration and then hasty withdrawal because of unexpected U.S. casualties amid continued chaos.

To this day, Somalia remains a failed state whose government is only recognized by a handful of countries (all African). Anarchy is an apt description of the state of affairs in Somalia.

Meanwhile, Somaliland worked its way toward creating a real government and at least a recognizable (if not perfect) democracy. In 2001, Somaliland held a referendum that approved a constitution and reaffirmed its independence. Ninety-seven percent of the voters approved the constitution, and two-thirds of eligible voters participated.
There was a very close election in 2003 that the president only won by 80 votes (shades of Florida in 2000). The U.S. Independent Republican Institute (IRI), supported by the National Endowment for Democracy, has been assisting Somalilanders and their institutions in building a real democratic structure for the country — even though the United States and all other countries have not recognized Somaliland.

Here we have a black African, moderate Islamic country with has a positive attitude toward the West, that protects women’s rights, is willing to help in the war on terrorism, and is slowly building democratic and free market institutions, which is what we say we want. Yet, again it is important to repeat that no country has recognized Somaliland. How ironic.

What is the problem? Somaliland’s population is about 3.5 million, which makes it almost as large as Ireland. Its land area is as large as England and Wales (or Tennessee). It has oil and mineral resources, some good agricultural lands, and a good port. The problem is geopolitical reality. The U.S. and Britain are reluctant to recognize Somaliland before some of its African neighbors, because it is a breakaway state. Most African rulers are very reluctant to begin changing the borders of African countries because they fear where it might lead, even though they realize most of the borders were created arbitrarily by European colonialists. Though Somalia has no functional government, many Somalis argue Somaliland is part of Somalia.

The Somalilanders ask why they must remain part of a dysfunctional state. Before the colonial period, there was no Somalia state, and Somaliland was under British rule for 80 years. They argue their situation is not really all that different from the Baltic States or the now independent countries that made up the former Yugoslavia. Without diplomatic recognition, Somaliland cannot join international trade organizations and has difficulty attracting foreign investment.

The danger for the U.S., Britain and the other Western countries is their failure to recognize Somaliland will gain influence and power for radical Muslim elements there. Somaliland might be pulled back into the morass of Somalia, a terrorist breeding ground.

American diplomats by nature tend to be cautious and are reluctant to appear to be rewarding breakaway states in Africa. However, it is the judgment of some of the diplomatic “Africa hands,” who know the situation best, that the benefits of recognizing Somaliland far outweigh the potential costs of continued nonrecognition. The Bush and Blair administrations should come together and immediately recognize Somaliland to reward them for pursuing a constructive path toward free market democracy. If we do so, I would bet that, within a year, most other nations will have followed our lead.

No to the vendetta against General Mohamed Ali Samater

Most readers of WDN would be aware that General Mohamed Ali Samatar has been for some time the targeted victim of a politically motivated vendetta being waged by the enemies of Somalia who rightly see him as the remaining living symbol of the soul of our country whose unity they had already shattered. He is presently being tried in a US high court for cases brought against him by plaintiffs hailing from the secessionist part of Somalia calling itself Somaliland. The General is being accused of human rights abuses going back to the 1980s such as torture on the grounds that he was responsible for the actions of the soldiers purported to be under his command as former Minister of defence.

Although I am not a lawyer, and General Mohamed Ali Samatar has competent legal advocates, one does not have to be a jurist to know that at the time when the alleged human rights abuses were said to have been committed, General Mohamed Ali Samatar was no longer chief of staff of the Somali armed forces nor the commander of the forces based in Hargeisa at the time. He was simply a Minister dealing with the overall defence of the country against its external enemies, namely Ethiopia, then under the Marxist Mengestu Haille Marian, and the Somali National Movement (SNM), a clan-based armed group supported by Ethiopia and sworn to break-up Somalia. The General could not have concerned himself with internal security for that was the responsibility of a different institution of the State (the NSS).

Putting isolated alleged human rights abuses aside, the core events that are at the heart of the complaints against the former government of Mohamed Siyad Barre, and now directed against his minister of defence, General Mohamed Ali Mohamed, go back to the time in the 1980s when the SNM decided to launch a major offensive in order to capture the towns of Hargeisa and Burco. If the objective of this adventure, which was never publicly stated, was to capture these towns from the Somali army, then it shows how utterly they were out of touch with military realities. As an outfit whose many of its armed insurgents were former senior Somali military officers, they would have been under no illusion of the might of the Somali army and that they would not be able to hold onto for long any initial gains they made following their surprise and coordinated attacks.

Clearly, the objective of the SNM was not to go for unattainable military goals but simply to provoke a bitter urban warfare in which the main victims will be their clan-related civilians but for which the blame will be put not on the attackers but squarely on the defenders - the Somali army and the Somali government. This strategy has worked to the extent that the suffering brought about by the fighting in these towns had forced the population, hitherto ambivalent about the SNM struggle, solidly behind the rebel cause. For the SNM, the human cost and suffering was a necessary price to pay for securing the population's full support.

As for the fighting between the Somali army and the rebels, it was one fought from fixed positions at arms length in which long-range artillery and mortars were used. As to be expected from such warfare, the combatants suffered relatively limited human losses with the brunt of the damage borne by buildings in Hargeisa. Most of the civilian population were forced to flee the town right from the start. The inevitable question though relates to the magnitude of civilian casualty. The SNM or the administration now in charge of the NW region (Somaliland) claim ad nauseam that a genocide portrayed as the Isaaq Holocaust was committed by the Somali army in which no less than 50,000 persons were killed.

All lives are important irrespective of the numbers involved. All the same, the 50,000 figure is not credible and it is one which is betrayed by the nature of the fighting in the city which was deserted by the population from the outset. Comparisons are pertinent and the case of the Israeli air, sea and land offensive against Gaza is telling. Despite one-month long indiscriminate carpet bombardment, in a city with over a million inhabitants who no where to run to, only just over a thousand people were killed. Hargeisa's population at the time of the fighting was less than 200.000. It is not credible that a quarter of the city's inhabitants were killed by the two combatants lobbing shells at each other from fixed positions.

It was important, and still remains so, to find the truth about the civilian losses of the fighting. One would have thought the SNM and its supporters would have campaigned for an independent, objective and impartial investigation, perhaps one under the aegis of a UN tribunal, to look into whether, under the 1949 Geneva Conventions, war crimes and crimes against humanity have been committed by any of the parties during the fighting in Hargeisa and to assess human casualties and apportion blame.

As the Geneva Protocol to the 1949 Conventions spells out, government forces were justified to respond in kind to the incursion of the rebels. It says:

"Nothing in this Protocol shall be invoked for the purpose of affecting the sovereignty of a State or the responsibility of the government, by all legitimate means, to maintain or re-establish law and order in the State or to defend the national unity and territorial integrity of the State".

The question is whether the actions of the Somali army had been consistent with this protocol or contrary to it. This is something which can only be ascertained by an independent enquiry.

And yet, ironically, it is the SNM and its successor, the Somaliland regional administration, who would have none of it for the obvious reason that such an investigation is bound to expose the SNM's culpability in starting the fighting in a city when the horrendous consequences of an urban warfare were predictable and crystal clear. A far more weightier reason for the SNM and its Somaliland baby for being averse to impartial investigation is that it would have debunked and discredited its genocide mantra which underpins its propaganda for secession and its drive for recognition. Who would have thought 25 years ago that the SNM and its Somaliland adherents would disdainfully disown Somalinimo and proudly end up as pseudo-Flasha and Israel's bedfellow?

If the Somali army ever used torture in Hargeisa, it could only have been against captured SNM prisoners of war. To the best of my knowledge, there had been none. But even if, for the sake of argument, individual soldiers of the Somali army have committed crimes against the Geneva Conventions, it is something they and/or their commanders in the field are responsible. The fact of the matter is that General Mohamed Ali Samatar has never adopted torture as an instrument of policy against the enemies of the State let alone against innocent individuals caught up in the armed conflict.

Having said that, it does not follow that torture, inhuman and degrading treatments were not been committed against civilians during the 21 years of Mohamed Siyad Barre's rule. On the contrary, these were part and parcel of the prevailing internal repressive regime but for which General Mohamed Ali Samatar had no direct role to play other than that he was a member of that government which is not a crime. He is no more culpable than are President Obama, former President Bush and their Secretary of defence Robert Gates culpable for the countless abuse and torture of iraqi prisoners at Guantanamo Bay Naval Base or at Abu Ghraib prison in Iraq, or the displacement of millions, or the death of hundreds of thousands of Iraqis. .

It is very difficult to amend for the past when one party, such as the SNM and its Somaliland baby, is suffering from persecution complexes and perceive themselves self-righteously as always the victims but completely oblivious to the wrongs they did to others or doing to the present day. During its campaigns against the Somali State, the SNM rebels have indeed committed crimes against civilians as bad as those they routinely accuse of the General or the government of Mohamed Siyad Barre.

Their plundering and pillaging of Awdal, and their atrocities in Sanaag and Buhodle against non-Isaak clans as punishment for refusing to join the rebellion or secessionist cause are still fresh in many people's memory. The SNM political and military leaders of the perpetrators of these crimes should equally be indicted if General Mohamed Samatar cab be blamed and tried for alleged crimes he neither personally committed nor sanctioned as a minister.

If the crimes of the SNM and its Somaliland baby against other Somalis in the north were something of the past, many of their victims would have been magnanimous, forgiving and let bygones be bygones. But these crimes continue unabated to the present day at a time when the SNM's adherents are no longer underdogs fighting against perceived injustices at the hands of the Somali government. Today, they are the top dog in their secessionist enclave and their excesses against peace loving people in the region would pale those committed by Siyad Barre against them. Those who refused to be part of a Somalia, in which they felt dominated but wanted to be the dominant, are imposing their will on other clans by force thanks to their military advantages and inflicting heinous human rights crimes in the process.

The flagrant trampling on the SSC regions' inalienable rights to remain part of Somalia, the consequent invasion and occupation of Lascanod and other parts of Sool and Sanaag, the enforced displacement of over 100,000 of the city's inhabitants, the collective punishment imposed on the occupied population intermittently for refusing to submit to the occupation, the detention and imprisonment of teachers, students, women and children, the economic squeeze are some of suffering inflicted on the SSC population and together they constitute crimes against humanity.

Though other Somalis from the south are treated as undesirable aliens in Hargeisa, and are subject to arbitrary detentions and deportations from what is legally their own country, it is the Ogadeni refugees in Hargeisa who are singled out for what amounts to revangist treatment. Kidnapping these refugees and handing them over to the Ethiopian security authority, most of them facing outright extra-judicial killing or prolonged torture and imprisonment, is the fate that awaits most Ogadenis in Hargeisa who are stuck there as sitting ducks because they have no where else to turn to. What is worse is that few people in Hargeisa if at all raise an eye brow against these shameful crimes against fellow Somali brethren. It is clear that yesterday's alleged victims have become today's heartless tormentors.

These actions against the Ogadenis are in violation of the UN 1951 Convention on the Status of refugees. Article 33 on the prohibition of the explusion or return of refugees to their country against their will states: "No Contracting State shall expel or return (" refouler ") a refugee in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened on account of his race, religion, nationality, membership of a particular social group or political opinion". Lest the Somaliland authority consider themselves as a non-Contracting State, and persuade themselves that the above provision does not apply to them, they should know that Somaliland part and parcel of Somalia as far as the international community is concerned. And since Somalia is a Contracting party to the Convention, it is hence applicable to every region and authority in the country. Even if no functioning government is in place, the Somali State does exist much as the secessionists may wish it was otherwise.

The pernicious campaign against General Mohamed Ali Samatar is not one being waged against the General per se as an individual. He is being targeted for what he represents as the embodiment of the Somali State and nation: A great military strategist who masterminded the defeat of the Ethiopian occupation forces in 1977 war, he rises head and shoulders above all his colleagues in the successive governments of Siyad Barre in terms of patriotism, probity, integrity and vision. As long as his around, he would keep alive the soul of Somalia and enliven the nostalgia for our glorious golden era and could act as a force for the revival of our country. That is why he is the secessionists' number one target. Since they can not have him dead, their second best course of action is what they are doing now: humiliate him and drag him in front of a court and hope they get him behind bars. Unfortunately for them, and happily for the rest of us, they will fail. The result of their action will be to encourage other clans and regions in the north they wronged to take legal action against the former SNM leaders as well as the bunch who rule now rule Somaliland. As they say, what is sauce for the goose is also sauce for the gander.

To make matters even more akin to a black comedy, we have had little Britain's Gordon Brown suddenly taking the Blair mantle of faithfully echoing what the US says, and accusing Pakistan of being responsible for British and, presumably, NATO/US failures. The United States has managed to send more body bags home and unite disparate Pushtun factions to fight what is increasingly seen as an occupation force. So more US forces moving along the border with Pakistan will lead to more chaos. For Pakistan this is a serious issue as it will send more militants into Pakistan. We have to ensure the new US Afghan policy does not contain anything which could destabilize us further.

Once again the cacophony of demands from the US and its allies on Pakistan has reached a crescendo.

The US is getting increasingly frustrated at its glaring failure in Afghanistan. Undoubtedly, the shadow of Vietnam must be looming larger over Washington - with demands for more troops from the military command on the ground in Afghanistan accompanied by a growing weariness with the war inside the US itself; and a confusion in the minds of the Obama Administration as to what needs to be done to turn the tide and bring "the boys" home victorious.

The ignominy of Vietnam is still writ large on the US psyche as is that last hasty departure of imperialism from that country - atop the rooftop of the US embassy in Saigon. As the questions grow within the US about Afghanistan and Obama's confusion gets mired in a numbers game of how many soldiers to add to a force that cannot possibly win; an easy target for all that has gone wrong for the US in Kabul is Pakistan of course.

Never mind that the US itself blundered by allowing bin Laden to escape from Tora Bora - if that is indeed what happened; never mind that Pakistan has destroyed its own polity with thousands displaced and countless innocent citizens killed before drone attacks, suicide attacks and other forms of terrorism, for this US war; and never mind that the Pakistan Army has moved its forces from the eastern front, despite an increasingly belligerent India, to fight its own people in FATA.

All these are lost before the frustration of a superpower which has failed to study history let alone learn lessons from it.

Probably there is also anger at the far better performance of the Pakistan military in its operations despite deliberate hindrances from NATO and the US forces. Of course, the long-term socio-political fallout of the military operations in FATA have yet to be assessed, and there will be a heavy blowback unless there is visible and fast paced economic and political development put in place, but certainly for the short-term the Pakistan military has shown a better grasp of strategy and fighting ability than the occupation forces in Afghanistan!

So, for all these reasons, plus the nuclear and Islamic identity of Pakistan, we are always the popular whipping boy of the US when it needs to cover its own failures. That is why Obama is issuing threats to Pakistan while holding out carrots that are unattractive when weighed against the costs to be incurred in getting to the dangling carrots!

Now Obama has lumped US failure to get Osama at Pakistan's door - which is as ridiculous as anything the Bush Administration had claimed. Even more absurd is the threat that US forces will move into action if Pakistan can't deliver on Al-Qaeda! US forces have been moving all over Afghanistan as well as surreptitiously throughout Pakistan and have only managed to send more body bags home and unite disparate Pushtun factions to fight what is being seen increasingly as an occupation force. So more US forces moving along the border with Pakistan will only result in more chaos. For Pakistan this is a serious issue as it will send more militants into Pakistan, as happened at the time the bunker busters and daisy cutters rained on Tora Bora. Therefore, we have to ensure the new US Afghan policy does not contain anything which could destabilise us further. The time has come to assert our national interests first.

All sorts of reasoning are being advanced for this allegation. The British have learned nothing from their history of this region nor can they accept their military's dismal performance here as in Baghdad. Again, as in the US, in Britain also there is a growing disenchantment with the war being waged in Afghanistan especially as 2009 has been the bloodiest yet for British forces. But it makes no sense for the British to lay their failures at Pakistan's doorstep. Not to be outdone, the EU has also grandly declared that they have to "work more on Pakistan" when they have been loathe to give even out textiles the access they are giving Indian goods into the EU market! Are our leaders really such a soft touch that these powers can be so hypocritical and discriminatory and still expect us to yield to their increasingly unreasonable demands?

In the midst of all these rantings from the failing NATO/US leaderships, our nuclear programme eventually comes centre stage and it is no different now. A leading US newspaper that tends to go by emotions rather than facts - and presumably that is why it declared a senior investigative Pakistani journalist a Taliban and showed no remorse for this grave misstatement - has now declared that Pakistan's Nuclear Command Authority is the most important factor in Obama's new Afghan policy! Now why should that be the case, given that nuclear weapons have little to do with the war in Afghanistan - or are we correct to assume that it is Pakistan's nuclear programme that is the end goal of the US in this region?

Given the growing absurdities of the US and its allies in this region, especially in relation to the unending demands being made on Pakistan, with no reciprocity, it is time for Pakistan to do a major rethink of its whole cooperation with these powers. Renegotiate the cooperation with the US on Afghanistan, including terms for transit access to NATO supplies; demand an immediate end to the Indian presence in Afghanistan alongside the border areas with Pakistan and a clamping down of their covert activities from Afghan soil targeting Pakistan; throw out all the private military contractors, be they DynaCorp or Blackwater or any other; make the US access in Pakistan more transparent; get Parliament to approve all agreements with external powers relating to military and security cooperation. Finally, just as the Indians have begun demanding, we need to also demand recognition of our nuclear weapons status through membership of the Non-Proliferation Treaty (NPT) as a nuclear weapon power. Some of us have been suggesting this be done through a special annexure to the Treaty, and for which there is a precedence. After laying our country's very existence on the line for the USA's misguided War on Terror, the time has come for Pakistan to demand rather than to continue giving in to US interests. [SHIREEN M.
